OKLAHOMA CITY, OK - HEBCO awarded prime Tinker Advisory and Assistance contract.
HEBCO, Inc. announced today that it has been awarded a prime contract by the Air Force Material Command (AFMC), Oklahoma City Air Logistic Center (OC-ALC) Capabilities Integration Division (XPR) to provide services under the Tinker Advisory and Assistance Services Contract (TAASC) program. This indefinite-delivery/indefinite-quantity multiple award contract has a five-year base period of performance. The total ceiling value is $350 million.

The TAASC program is the first of its kind at OC-ALC and has been established as a broad and flexible means to meet Tinker Air Force Base and OC-ALC changing requirements for advisory and assistance services. HEBCO and its team members will provide a comprehensive range of advisory and assistance services (A&AS) across many functional areas to support OC-ALC and Tinker Air Force Base logistics challenges worldwide. Specific services include management and professional support, studies, analyses and evaluations, and engineering and technical services. The TAASC contract vehicle is available to all OC-ALC and Tinker AFB agencies.

HEBCO has a long history of working with the Air Force, OC-ALC and Tinker AFB, including such activities as development and sustainment of technical data and documentation. "The TAASC award provides HEBCO with increased opportunities to assist OC-ALC and Tinker AFB in support of vital national defense initiatives.” said Bryan Billingsley, HEBCO president.

HEBCO will coordinate the allocation of task orders among its team members, Consulting Services Inc (CSI), Long Wave, Valdez International, MacAuley Brown, Science Applications International Corporation (SAIC) and Business Technologies and Solutions (BTAS) to ensure that OC-ALC receives the ideal mix of capabilities for the identified scope of work.

OKLAHOMA CITY, OK - HEBCO presents “Flight Performance in S1000D”
HEBCO, INC. presented a white paper titled "Flight Performance in S1000D" at the June 2006 S1000D Users Forum. HEBCO’s paper proposed the investigation of a way to interchange flight performance data (and other types of typically graphical data) using XML. This will allow software vendors to develop new ways of using flight performance data for pilot “electronic flight bag” displays, new innovations in mission planning software, and ways of building flight performance databases that take into account each aircraft’s recorded flight information. All of this will improve safety and allow more precise mission control.

The 557 ACSS/GFFA, Tinker AFB, recently renewed contracts with HEBCO for the NATO and Royal Saudi Air Force E-3 technical order programs. HEBCO has provided uninterrupted service for these two programs since 1990 for technical order updates, creation of technical data, digitization of existing data, technical order storage, and library maintenance.

The Air Force announced April 24, 2006, the selection of the ITC CAPS team as one of the CAPS contract awardees. The CAPS contract is being awarded an $850,000,000 firm-fixed-price, time and materials and cost-reimbursement contract. The consolidated acquisition of professional services indefinite delivery and indefinite quantity contracts will provide for advisory and assistance services for customers at Wright-Patterson Air Force Base, Ohio. The OC-ALC/LK commended HEBCO for its support of the KC-10 program. “We recently sent HEBCO several extensive and involved engine related task changes. We required the changes in two weeks and HEBCO delivered the updated changes well ahead of schedule... We also provided HEBCO several hundred pages of “raw” source data. HEBCO returned the data as a revised TO with only minor changes required. This is a major accomplishment due to the complexity of the data. Previously, HEBCO was using its proprietary programming to produce loose-leaf publishing. Now, using Arbortext’s new Change Page application, HEBCO is able to eliminate the proprietary programming obstacle and expects to reduce overall production costs and expedite data exchange with its customers.

SPRINGDALE, AR - HEBCO, INC. has been awarded an effort to convert archived technical reports from microfiche to searchable PDF. The nine month project, awarded through Boeing's® FAST prime contract, will convert more than 335,000 microfiche images into fully-searchable, indexed PDF documents. In addition, HEBCO will extract metadata from the images to be placed in a database for possible incorporation into the USAF JEDMICS system. This project is conducted in support of the Ogden Air Logistics Center's Mature and Proven Aircraft Directorate located at Hill AFB in Ogden, Utah.

SPRINGDALE, AR - HEBCO, INC., in partnership with Northrop Grumman, has completed a recent effort to convert more than one million pages of archived technical data to searchable PDF. The paper documents were converted to fully-searchable, indexed PDF documents over a period of six months. Electronic conversion of this archive has eliminated the requirement to store and manually search through this massive paper library. In addition to freeing valuable floor space, this effort will save time and money as it allows users to retrieve PDF documents electronically by searching for specific document information or for any text within a document. These documents can also be viewed and updated remotely, providing a vastly superior system to Northrop Grumman and its clients.

MACON, GA - HEBCO, INC. supports the U.S. Marine Corps and U.S. Air Force in their engineering drawing conversion programs. As part of this effort, HEBCO has converted more than 2,100 engineering drawings ranging from "A" to "K" size. These drawings have been reproduced in AutoCAD modeling format based on original drawings taken from mylar, paper, and raster images. HEBCO updates all drawings to conform to prescribed Automated Data Conversion Strategy specifications as well as applicable military and commercial engineering drawing specifications. Deliveries of the converted drawings also include compressed C4 raster images with index tags for Joint Engineering Data and Management Information Control Systems. HEBCO maintains extensive electronic drafting and technical illustration capabilities to create and maintain virtually any common graphic format.

HEBCO's services have included on-site and off-site support for 17 different airframes, 7 different missile platforms, and various avionics and electronic warfare associated commodities.
